Curbing Online Imitation Crime Speech
Criminal Investigation Bureau: All Threats and Incitements to Violence Will Be Investigated and Prosecuted with the Utmost Expediency and Severity

Following the recent random attacks in Taipei City that have drawn widespread public concern, certain online communities and discussion forums have seen the emergence of “imitation crime” threats, violent rhetoric, and even statements claiming intent to “launch indiscriminate attacks on specific locations,” thereby creating social unrest and instability. CIB solemnly warns: Any dissemination via the internet of threats, advocacy, or incitement to violence constitutes a grave act endangering public safety. Police will employ the utmost intensity in evidence collection, tracing origins, and apprehension, pursuing legal accountability to the fullest extent of the law, with no tolerance or leniency shown.
The CIB emphasizes that social media platforms, anonymous forums, and messaging applications are not invisible or untraceable gray zones. Relevant posts, comments, and forwarded content—even if deleted—will leave records and digital footprints. Anyone posting threats, violence, or false information out of jest, bandwagon mentality, or probing intent risks triggering public panic, diverting critical resources, and incurring criminal liability or administrative penalties.
To prevent the spread of the online “imitation effect,” the CIB has coordinated nationwide police departments to launch a dedicated cyber patrol operation. Suspected content involving threats, promotion of violence, incitement to attacks, or false information will be met with immediate targeting, rapid evidence gathering, and rigorous investigation and prosecution, in close cooperation with District Prosecutors' Offices. As of noon on December 24, 2025, in just three days, police agencies across the nation have identified 71 related online statements and apprehended 8 suspects, with 2 remanded in custody by court order and 1 suspect detained in court on the spot. This demonstrates the resolute determination of police and prosecutors to jointly block imitation speech and safeguard social order. Ongoing efforts will continue to expand investigations, pursuing all violators hiding behind screens to the ends of justice.
We hereby solemnly appeal to the public: In addition to refraining from arbitrarily posting false statements, do not forward or endorse related threats or violent content, lest you amplify unrest and exacerbate the effect. If you encounter suspected threats or posts endangering public safety, please retain screenshots, links, account information, and posting times, and immediately dial 110 or report to the nearest police station.
